Is it safe to hold a baby house spider?

yes, completely safe in every possible way. it probably couldn't even pierce your skin with it's fangs.

what about adult spiders of the same species?

They might bite, and it might hurt a little. My Tegenaria isn't aggressive at all though... but I still haven't handled her :P

I have yet to meet a spider I wouldn't handle. :)

Are you asking about safety for yourself, or the spider?

If yourself, you need to bone up on which species are and are not dangerously venomous. Tegenaria spp. are completely harmless, except for the hobo spider, T. agrestis. As a novice, you should not keep a spider if you are uncertain of its venom potential....so do a little homework. Basically, if it's not a widow, recluse, hobo, or sac spider, it's not going to be very venomous.

If for the spider, why are you going to handle a spider that is only 1/8 inch long??

I have handeled my share of Tegenarias, they keep showing up at my work When we remove firewood stacks, no bites at all (I have handeled both big and small).

My wife feels the need to pick up every single spider she comes across in our house (and outside for that matter...)

i may just be odd, but i let a breeding population of orb weavers live in my room, they moved in like 2 years ago and i dont do anything to em to help or hurt. at any given time i can count around 20 in the room and i wake up with bites somtimes, but meh, stuff happens. it is safe in the sense that it wont hurt if they bite and it most definately wont kill you.

I was under the impression that Orb weavers (I don't know the scientific name, true spiders aren't my deal..... I'm just lurking) are extremely territorial and will cannibalize almost without fail. Please correct me if I am wrong, I hate being misinformed.

im the one most likey misinformed on what they are, they are brown with big butts and the spin a lot of web. also i know of what i know to be a true orb weaver web at school on campus that has 3 females and 2 males in it within 6 inches of each other. but then again it is also the only non windy place to be for them. idk, the ones in my room are smale 1/8" spiders that spin web and they are everywhere. i dont claim to be an expert on true spiders
