I think that the basic reply to that question is, "when the female is around 3/4 of her adult size". The males of course have to be matured (with the modified palps). I have a female that I consider to only be 3/4 grown that has produced an eggsac. So if they reach 5" and she's 4", feed her, get her through a molt (ie don't breed if she's due for a molt or you risk her molting out) and then breed her.
