Flying insect ID (Sorry no pic)

Since the weather's turned hot here in charlotte I've noticed an abundance of small flying insects that look rather like tufts of dandelion seed while on the wing. They fly slow and are easy to catch, while at rest yo ucan see that their abdomen is covered in a very fine downy "fur" the amount of which varies between specimens. The rest of the creature has some light baby blue colorationl. Wings stand out from the body rather than lying down over the abdomen and there aren't antennae that I can make out without magnification.

So far today I've run into maybe a half dozen walking to class and back, and they all seem to have differeing amounts of "fur" on them so I wonder if maybe that's some kind of remenant of their metamorphosing process. Any ideas what this might be? I'll try to get a photo sometime but they are difficult t oget to stand still
