harmless,they use that long tail to drill into wood,i hope it aint mornig wood! ;P

Ichneumon Fly

It's an Ichneumon fliy, which are also known as Ichneumon Wasps.
The picture you have is of a female identifiable by the long ovipositor.
The ovipositor is for peircing wood to lay eggs in larvae and caterpillars that inhabit trees and plants. The eggs hatch and feed on the body of the host.
They are over 3000 species identified just in the U.S.
They are harmless to humans.
