Well it's been about a week since she molted (everything went smashingly well) uhm...still hasn't come out of the webbed up hide though...my question is do I wait for her to come out before offering food or...can I toss one in and see if she will come out...

I would toss one in and check on it every hour or so, if it's still not eaten remove it and wait till she comes out looking for food.

I would wait. If the tarantula is of any real size, it might be more like two or three weeks before it can eat.

They're usually smart enough to know when they're hungry, and emerge looking for food.

she's not really small...she was about 3-3.5 before the molt (inches)...I'll wait I guess
