Cool off for Aphonopelma and soaking

I have read on posts here that people breeding Aphonopelma will soak the substrate prior to putting a bred female in cool down in the fall. What is the purpose of this and is this an across the board procedure for all Aphonopelma? Does it apply to other species?

I do it for Aphonopelma throughout the cooling period because in their natural habitat it would rain when it is cooler. Hopefully the soaking of the substrate stimulates her. I'm pretty sure Brachypelma sp. fall under this too.
