At what size does the cream colored ventral band show up? Been a long while since ive kept a regalis and i cant remember

Between 2 to 3". You can vent sex them at that size too.

My regalis molted a week or so ago and is about a 3" leg span and not showing a distinct ventral band, could this mean its male?

No. Males have bands too. Some regalis take longer to get bands than others. Certainly by 4" all of them will have vivid bands.
