Feathery insect ID

Sorry I don't have any pics since I just saw it for a few moments, then it flew away, so I'll describe it.

It landed on the window of my truck, and at first I thought it was a small dandelion seed, or a feather. I didn't pay it much mind til it started crawling across my window.

When I looked closer, it was a white feathery bug that resembled a small down feather. The body was a yellowish/tan, and when I looked closely I could see the antennae coming out of it's head which were also feathery. It didn't look like something that would fly because of how bushy it looked, but as I was studying it's features, it flew off!

It was very small, about a 1/16th inch body, overall with wings and the feathers about 3/16th of an inch. At first I thought maybe it was a small moth, then I thought aphid, but I couldn't see any mouthparts the thing was so small.

Anyone have an idea what this could be? I've never seen one before. I live in Houston, TX. Be nice to find out what kind of insect this is!
